Comptroller Emmanuel Oshoba Directs Officers To Uphold Discipline, Eliminate Delays, And Intensify Revenue Generation

The Nigeria Customs Service, Apapa Area Command, has given directive to officers to sustain the momentum in revenue generation, while upholding operational discipline and enhancing trade facilitation to improve efficiency at the nation’s busiest seaport.
The charge was given during a recent internal performance review meeting where the command evaluated its operations and outlined strategies for the remaining months of 2026.
Commenting at the meeting, the Customs Area Controller, Emmanuel Oshoba, attributed the command’s achievements in 2025 to effective leadership, disciplined personnel and increased deployment of technology-driven solutions.
He called on officers to consolidate on the gains already recorded and maintain improved performance in revenue collection and service delivery.
During the meeting Comptroller Emmanuel Oshoba, said the command generated ₦2.93 trillion in revenue in 2025, representing a 24.32 per cent increase over the ₦2.36 trillion collected in 2024.
He also attributed the growth in revenue to the implementation of the Unified Customs Management System, known as B’Odogwu, which has improved transparency, accountability and efficiency in cargo clearance processes.
Additionally, Comptroller Oshoba also disclosed the ongoing trade facilitation measures, including the rollout of the Authorised Economic Operator Programme and the expansion of the One-Stop Shop initiative which is aimed at accelerating cargo processing for compliant traders.
Still, he further said that plans were underway to deploy the FS6000 cargo scanning system to strengthen cargo inspection operations, adding that the scanner will have the capacity to process up to 200 containers per hour.
Commenting on enforcement activities, he said the command has intercepted 53 containers laden with illicit drugs and prohibited items, including cocaine, tramadol and expired pharmaceutical products, with a Duty Paid Value (DPV) of
N12.6 billion, while the seized consignments were handed over to the National Drug Law Enforcement Agency and the National Agency for Food and Drug Administration and Control for further investigation and necessary action.
Comptroller Oshoba who said discipline among officers remains critical to sustaining public trust and operational efficiency, also said that the command is committed to balancing revenue generation, trade facilitation and anti-smuggling operations.
In the same vein, he called for collaboration with terminal operators, shipping companies, licenced agents, freight forwarders, and the media to promote transparency and seamless trade.
He said the review of the regular performance and timely revenue recovery measures has further strengthened revenue collection, saying that the command would continue to prioritize compliance over confrontation.
Significantly, he said Apapa handles a good portion of Nigeria’s import and export trade, and it remains focused on balancing revenue collection, trade facilitation, and anti-smuggling enforcement.
